Homeschool Dual Enrollment in West Virginia

How the pilot works for homeschoolers

The West Virginia Higher Education Policy Commission and the Community and Technical College System administer LevelUpWV. Eligible students include secondary students from public schools, homeschools, charter schools, microschools, learning pods, and private schools, usually in their junior and senior years unless a pathway starts earlier.

Each career pathway rests on a memorandum of understanding (MOU) between the college and the educational entity, which can be a homeschool program. The MOU lists the dual credit courses for both high school and college and includes at least one career-specific course.

A homeschooled student works with a designated educational coordinator in place of a school counselor, and the commission encourages one pathway at one institution.

Before your child can enroll

  1. An approved pathway

Your child picks a pathway from the approved list for your homeschool program.

  2. College admission

Your child meets the college's admission requirements, the same standards regular college students meet.

Enrolling in a college course

  1. First step

Ask the participating college whether it has, or will sign, an MOU with your homeschool program for the pathway you want.

  2. Course and funding limits

Program funding covers only the first attempt at each course, starting with fall 2025. The commission says the courses count toward graduation in the homeschool setting but may or may not be accepted by a county school if your child later transfers back.

  3. What it costs

Tuition is fully state funded, and the commission reimburses colleges $75 per credit hour. Textbooks and course materials are not covered.

  4. When to apply

The four-year pilot that began in fall 2023 concludes with the 2026-27 school year, when the chancellor must recommend whether it continues.
