Springs Charter Schools home-based support
Who qualifies
Enrolls in Springs Charter
Your child becomes a student in a public charter school, so you work under its independent study rules instead of filing your own private school affidavit.
Lives in a served county
The Homeschool program serves Los Angeles, Orange, Riverside, San Bernardino, and San Diego Counties.
Meets the Teacher of Record
You and your student meet the Teacher of Record (TOR) face to face at least every 20 school days for at least an hour, and your student must be there.
Keeps up with the work
You log attendance in the Oasis portal daily, upload work samples, and complete 100% of assigned core work each learning period. Missing adequate progress in two learning periods can lead to your child being dropped.
What enrolled students get
The amounts come from the Springs Charter Schools 2026-27 Parent-Student Homeschool Handbook.
- Instructional Funds per student
- $1,250
- BookMart coupon
- Included
- Consumables, including Lego, games, and kits
- $400 total
- H.E.L.L.O. unlimited class subscription
- $150 a year
- All-in-one printer
- Up to $140
- Free field trips
- 4 a year
Sales tax and shipping come out of the student's Instructional Funds, and everything bought with them belongs to the school, not your family.
From enrolling to spending funds
- Before you enroll
Apply online
Start the online application on the Springs enrollment page, or call the enrollment team at 951-252-8888 with questions.
- Before school starts
Hold the first meeting
Your TOR meets you to set annual goals, take curriculum orders, deliver beginning-of-year items, and collect two core-subject portfolio samples.
- All year
Order through Springs Marketplace
Each student has a Marketplace login for buying curriculum, Learning Lab and H.E.L.L.O. classes, and supplies with Instructional Funds. Every purchase must appear in the learning plan.
- Every 20 school days
Meet for the learning plan
The TOR reviews all of your child's work, checks attendance, and plans the next learning period with you.
- Each school year
Take the state test
Enrollment for the next school year depends on completing the CAASPP state test or the school's approved alternate exam.
What it pays for
Covered
- Curriculum from approved vendors
- Learning Lab, H.E.L.L.O., and approved enrichment classes
- Basic supplies and basic learning equipment
- League fees for sports such as Little League or soccer
- A school-issued Chromebook
Not covered
- Religious materials of any kind
- Furniture, food, and toys without educational value
- Musical instrument purchases (rentals may be allowed)
- Recital, belt-testing, and performance fees
- Tablets, smartphones, and streaming devices
Springs pays approved vendors directly through Springs Marketplace, and your TOR, not you, signs off on how the funds are spent.

San Diego County PRONTO Youth Opportunity Pass
Who qualifies
Is 18 or younger
Anyone 18 and under qualifies, and your child keeps the same Youth pass until their 19th birthday. No school enrollment or income is required.
Has their own PRONTO account
Each child needs a separate PRONTO app account or PRONTO card. The age check site verifies only one card at a time.
Uploads proof of age
A birth certificate, photo ID with birthdate such as a passport, school ID, or a screenshot of the platform your child uses to turn in homework that shows their name and school all work.
Adds a profile photo
The online application asks for a profile picture or a live selfie that shows your child's face.
What the pass gives you
SANDAG's and MTS's Youth Opportunity Pass pages list these terms; adult one-way fares on MTS and NCTD rose to $3 on October 1, 2026.
- Rides for riders 18 and under
- Unlimited
- PRONTO app account
- Free
- Plastic PRONTO card
- $2
- Youth photo ID PRONTO card
- $7
- Approval at a customer service center
- Same day
- Pass good until
- 19th birthday
Since spring 2025 every youth pass needs an age check, so a pass from before then must be reactivated by uploading proof of age.
How to get the pass
- Before you apply
Set up PRONTO
Download the PRONTO San Diego app and create an account, or buy a $2 PRONTO card and register it online.
- When you apply
Request the Youth fare

- Within 2-10 days
Get approved
Some applications are approved automatically; others wait for MTS staff. The virtual card reads "Youth" at the top once it is verified, or bring proof of age to an MTS or NCTD customer service center for same-day approval.

Scan the app or tap the card every time your child boards, including on a transfer to another bus, Trolley, or train.

Barstow Community College homeschool dual enrollment
Who qualifies
Is in grades 9-12
Middle and elementary school students can appeal with transcripts and a principal's letter.
Files the private school affidavit
A home-based private school attaches a copy of its annual affidavit filed with the California Superintendent of Public Instruction.
Or uses a satellite or tutor
In a private satellite program, the program's principal or counselor signs the agreement. With a private tutor, the person signing as principal must hold a valid California teaching credential.
Stays within the unit limit
Going over the limit removes the waiver for every unit that term, and physical education and remedial courses are not allowed.
What the waiver saves
Barstow Community College charges California residents a $46 enrollment fee per unit.
- One 3-unit class
- $138
- Summer limit (6 units)
- $276
- Fall or spring limit (11.5 units)
- $529
- Fall and spring at the limit
- $1,058
- Fall, spring, and summer at the limit
- $1,334
Barstow's fees page says concurrently enrolled students are exempt at 10.5 units or fewer, not 11.5, so confirm the limit with Admissions and Records before your student registers for more than 10.5 units.
From applying to keeping it
- Before the semester
Apply through OpenCCC
Use a personal email and choose the major "K-12 concurrent enrollment." A student ID number arrives by email within 48 hours.
- After applying
Meet a counselor
Book a college counselor to build an education plan, then complete the online orientation in the MYBCC portal.
- Every semester
Submit the agreement form
Fill out and sign the Dual Enrollment Agreement Form listing every class, with the affidavit attached, and send it to Admissions and Records.
- After processing
Register for classes
Register once Admissions and Records processes the agreement, and keep within the free unit limit.
What it pays for
Covered
- The $46-a-unit enrollment fee
- Up to 11.5 units each fall and spring
- Up to 6 units in summer
Not covered
- Physical education courses
- Remedial courses
- Any units once the limit is exceeded
- Class materials fees
Good to know
Too many units costs you the whole waiver
Your student loses the waiver and pays out of pocket for every unit that semester, not just the extra ones.
Who to contact
The dual enrollment office and Admissions and Records answer questions about homeschool documents, unit limits, and agreement forms.

Homeschool rules and statewide help in California
For the home-based private-school pathway, file the Private School Affidavit during the October 1–15 annual filing period. New schools may use the online filing system during its separate August 1–June 30 opening window. Other legal pathways have their own rules.
California sets these rules:
- Subjects: The private-school pathway must provide instruction in English in the branches of study required for public schools; the parent chooses the materials and course sequence.
- Testing: California does not impose a statewide standardized-testing requirement on private-school students.
- Records: Private schools must keep the records required by California law, including attendance and faculty information.
- Teachers: Private-school instructors must be capable of teaching; California does not issue a separate homeschool-parent credential.

Questions parents ask
- Can we buy religious curriculum with Springs Charter funds?
- No. Religious materials of any type are excluded, even from approved vendors that also carry sectarian items, and work samples must be non-sectarian.
- Can I verify all my children for the Youth Opportunity Pass at once?
- No. The age verification site checks one card at a time, so complete the steps separately for each child's account.
- Is a school ID enough to ride free with the Youth Opportunity Pass?
- No. An ID only proves eligibility; your child must ride with a Youth PRONTO app account or Youth PRONTO card to get the free fare.
Turn support into your child’s next lesson
Local classes cover the subjects they offer. We teach the remaining subjects, so a local class can stay part of the year without becoming the whole curriculum.
$149/month per child after the trial.
