Homeschool rules and statewide help in Maryland
You must submit the prescribed consent form to the local superintendent at least 15 days before starting. District-supervised families verify continuation before each school year and report status changes. A qualifying nonpublic supervisor reports continuing enrollment and status changes to the district.
Maryland sets these rules:
- Subjects: Provide regular, thorough instruction of sufficient duration in English, math, science, social studies, art, music, health, and PE. A qualifying nonpublic-supervised program must provide regular, thorough instruction in the usual public-school studies.
- Testing: State standardized testing is voluntary. District-supervised programs have portfolio reviews at semester ends, with no more than three reviews per school year.
- Records: For district supervision, keep instructional materials and work samples demonstrating required instruction; college report cards or transcripts may substitute for those courses. Qualifying nonpublic supervision follows COMAR’s separate requirements.
- Teachers: No state teaching credential required for the parent providing home instruction.

Questions parents ask
- How long will TransIT fares stay free?
- No end date is set. The county describes the service as currently free, so call TransIT at 301-600-2065 to ask whether a change is planned.
- Can my child ride TransIT alone?
- No minimum age is listed. Ask the TransIT office before your child rides without an adult.
- Does a homeschooled student qualify for FCC's reduced tuition rate?
- Yes. FCC offers the rate to Frederick County residents enrolled in a home school program, once the Reduced Tuition Form is approved.
- Is this the same as the Open Campus discount?
- Yes, it is the same 25% tuition cut. FCC's Open Campus page covers how a homeschooled student enrolls, and the Reduced Tuition Form is how the lower rate reaches your bill.
- Can homeschooled children get Frederick Parks and Recreation financial assistance?
- Yes. Eligibility depends on living in Frederick County and on household income, not on where your child goes to school.
- Can we use it for homeschool classes run by Parks and Recreation?
- It depends on the class. The assistance covers camp registration and Parks and Recreation programs but not field trips or special events, so ask the division at 301-600-2936 about a specific homeschool class.
