Monticello homeschool services and shared time
Who qualifies
Lives in the district
Monticello's Policy 611 lets a homeschooled child who is a resident of the district enroll in classes as a shared-time pupil, on the same basis as other nonpublic students.
Registered homeschool
File the Initial Registration Form in your first year and a Letter of Intent to Continue by October 1 in later years.
Class has room
The district may limit shared-time enrollment by the capacity of a program, class, grade level, or building, and it controls scheduling and class assignment.
Meets service rules
Special education requires an eligible disability. College classes through Postsecondary Enrollment Options (PSEO) require admission to a participating Minnesota institution.
What the district provides
These terms come from Monticello's Policy 611 on home schooling and the homeschool questions on the district's homeschool page.
- Shared-time classes
- As space allows
- Special education services
- For eligible students
- Extracurricular activities
- Homeschools of 5 or fewer
- Health and guidance services
- On formal request
- PSEO for 10th graders
- One CTE course first term
Policy 611 says the district may, not must, provide transportation to homeschooled children, so ask about busing before you plan around a shared-time class.
How to request services
- By October 1
Register your homeschool
Send the Initial Registration Form or the Letter of Intent to Continue to Monticello Public Schools.
- Before the term
Ask about shared time
Request the class from the district. Local policy decides whether a seat is available and what limits apply.
- If your child has a disability
Request special education
State law requires the resident district to let homeschool students receive special education services.
- Each year
Consult on services
For health and guidance services, the district and your homeschool hold an annual consultation on the type, provider, and location.
What it includes
Included
- Shared-time classes in district schools
- Special education services
- Health and guidance services
- District extracurricular activities
Not included
- Public online learning courses through shared time
- Guaranteed seats when classes are full
- Guaranteed transportation
Minnesota law does not let homeschool students generate shared-time aid for public online courses, so an online program can charge you tuition.
Who to contact about district services
The district office handles homeschool registration and can route questions about shared time and services.

Homeschool rules and statewide help in Minnesota
You must file the initial report by October 1 of the first instructional year after the child turns seven, or after establishing a new resident district. You must file within 15 days of withdrawing a child seven or older from public school, or of moving out of a district. You must file annual continuation letters by October 1 for the required ages.
Minnesota sets these rules:
- Subjects: Teach reading, writing, literature, fine arts, math, science, history, geography, economics, government, citizenship, health, and PE. Instruction and materials are in English unless the statutory language-program exception applies.
- Testing: Annual nationally normed achievement test for ages 7–16, plus certain 16–17-year-olds first reported after age 16. Agree on the test, administration, and location with the superintendent. State-recognized accredited instruction is exempt.
- Records: Unless the accreditation exemption applies, keep schedules, materials, assessment methods, and proof of testing. Keep immunization or exemption records for five years after adulthood. File immunization statements by October 1 of the first homeschool year and grade 7.
- Teachers: A parent may teach without a degree if the assessment requirements are met. Other instructors need a qualifying license, licensed supervision, bachelor’s degree, or recognized accredited-school route.

Questions parents ask
- We missed October 1, 2026. Can Monticello still reimburse us this year?
- No. The district requires the Student Report to have been received by October 1, 2026 for any 2026-27 reimbursement. File by October 1, 2027 for next year.
- Why won't Monticello reimburse used books?
- Because they do not meet the requirement of being available to public school students in adequate quantities, and their condition and value are unknown.
- Can my child get Monticello special education services without enrolling full time?
- Yes. Minnesota law requires resident districts to let homeschool students receive special education services through the district.
- Can my child play on a Monticello school team?
- Only if your homeschool teaches five or fewer students. Then your child can take part in district extracurricular activities on the same basis as public school students, and the district may charge activity fees.
