Homeschool benefits and savings in Columbia
Columbia Parks and Recreation pays 75% of passes, memberships, and classes for households at the free school meal income level, or 50% at the reduced-price level, so a $224 youth ARC (Activity and Recreation Center) membership costs you $56 or $112. Families who live in Columbia city limits apply online through MyKey, with no school enrollment required.
Who qualifies
Lives in Columbia city limits
Each adult 18 or older shows proof of residency, such as a recent utility bill, a government check, or a voter registration card.
Meets the income guideline
The city uses the USDA school lunch income guidelines. Its posted chart, for July 1, 2025 to June 30, 2026, sets the free-meal level for a family of four at $41,795 a year and the reduced-price level at $59,478.
Documents every income source
List all income for each household member. The application cannot be processed until every document is in.
Shows ID and relationship
Each adult brings an original photo ID and proof of citizenship or lawful presence. If the applicant is under 18, include a birth certificate or court papers showing the parent or guardian.
What you pay with assistance
The full prices and co-payments come from the city's application instructions, which note that fees can change.

Good to know
Homeschool families can apply
Eligibility depends on living in Columbia, household size, and household income, not on school enrollment. You document income directly, so you do not need a school lunch letter.
Passes come in blocks of 20 visits
Each youth gets a 20-visit pass, and a second and third block of 20 are issued once the previous one is used. A parent of a child ages 2-10 can also get up to three 20-visit ARC passes for supervising.
Who to contact

Homeschool rules and statewide help in Missouri
No annual homeschool registration required. If withdrawing from public school, a written notice requesting removal from its rolls documents the change.
Missouri sets these rules:
- Subjects: For students under 16, offer at least 1,000 hours of instruction: 600 in reading, language arts, math, social studies, science, or related courses, including 400 at the regular homeschool location. The statutory hours and recordkeeping rules do not apply at age 16 or older.
- Testing: Missouri does not require standardized testing for homeschoolers.
- Records: For students under 16, keep a subject and activity record, a work-sample portfolio, and progress evaluations, or equivalent written or credible evidence.
- Teachers: No state teaching-license or degree requirement for a homeschool instructor.

Questions parents ask
- Can we take a family ARC membership and classes too?
- No. A family that takes the annual family ARC pass gets only that pass. Otherwise each youth picks three choices in any combination of recreation classes, ARC 20-visit passes, and outdoor pool 20-visit passes, or takes a youth ARC annual membership.
- What happens if we do not use the pass much?
- You can lose assistance for up to a year. Each family pass member must visit at least eight times a month on an annualized basis, though the city reviews extenuating circumstances case by case.
