Homeschool Tax Deductions and Credits in New Hampshire
New Hampshire has no homeschool tax deduction, but two programs can pay education costs: Education Freedom Accounts, which replace home education with their own rules, and Education Tax Credit scholarships, which can cover a home educated student's expenses.
How the two programs differ
Education Freedom Accounts
An Education Freedom Account (EFA) receives the state's per-pupil adequate education grant, plus any extra aid for a student with a disability, an English learner, or a student eligible for free or reduced-price meals, for approved education expenses. A scholarship organization runs the accounts and may keep up to 10 percent for administration.
Under state law, an EFA student is not a home educated student. Joining ends the home education program, and the family agrees to teach a list of subjects and to show yearly progress through a standardized test, the state assessment, or a portfolio evaluated by a certified or nonpublic school teacher.
Education Tax Credit scholarships
Businesses that donate to an approved scholarship organization earn a credit against state business taxes, and the organization awards scholarships. RSA 77-G says a home education student may receive one to cover educational expenses.
Who qualifies
EFA enrollment cap
There is no income limit, but enrollment is capped. Siblings of EFA students, children with disabilities, and families at or below 350 percent of the federal poverty guidelines can always enroll.
Tax credit scholarships
Each scholarship organization sets its own amounts, deadlines, and selection rules, within the donations it receives.
Applying and paying
First step
Decide whether to keep home education and seek a tax credit scholarship, or join the EFA program and follow its rules instead.
What you still pay
Without an award, families pay homeschool costs themselves.
When to apply or file
EFA applications open once a year through the program's scholarship organization; tax credit scholarship deadlines vary by organization.
