What families pay for

House Bill 1540 of the 2025 session would have created an education savings account. The governor vetoed it on April 23, 2025, and the House vote to override failed, 45 to 48.

The state system does pay for a few home education costs. When the school district gives its own achievement test to a home educated child, the district covers the test and its administration. When monitoring is required during the first two years, the school district assigns and pays the monitor unless you choose your own.

After high school, a student who completes home education under chapter 15.1-23 can earn the North Dakota Scholarship, worth up to $6,000 at approved North Dakota colleges, universities, and apprenticeship programs.

Who qualifies

  1. Nothing to apply for

There is no state homeschool benefit, so no family qualifies or is ruled out.

Applying and paying

  1. First step

Budget homeschool costs as family spending, and use the district's free achievement test in the required grades.

  2. What you still pay

Families pay for curriculum, materials, and activities themselves, and for an achievement test when they choose who gives it.
