Homeschool benefits and savings in Goodyear
Goodyear's recreation scholarship pays part of the cost of a Goodyear Recreation Campus (GRC) pass, aquatics, and city recreation programs for Goodyear families in financial need, for one year from approval. Homeschooled children qualify the same way as other Goodyear children: send the inquiry form, then bring proof of residency and income to a Scholarship Review Appointment.
Who qualifies
Lives in Goodyear
Bring a current Goodyear utility bill, or a mortgage or rental statement, in the name of the applicant or legal guardian. Anyone over 18 on the GRC Pass must show their own proof of residency.
Shows financial need
Bring the two most recent pay stubs from each employer for every working adult (four if paid weekly), dated within 30 days, and last year's tax return listing your children as dependents, or an IRS Verification of Non-filing Letter.
Proves identity and citizenship
Parents bring a government-issued photo ID. For each child under 18, bring an Arizona driver's license, passport, or birth certificate, plus the U.S. Citizen Form if it applies.

Homeschool rules and statewide help in Arizona
Within 30 days of starting, file an affidavit of intent and a certified birth certificate or other authorized ID with the county superintendent. The ID rule exempts homeless pupils. Within 30 days, notify the superintendent if you stop or file a new affidavit if you resume.
Arizona sets these rules:
- Subjects: Reading, grammar, math, social studies, and science required.
- Testing: Arizona does not require standardized testing for homeschoolers.
- Records: Arizona does not prescribe routine academic portfolios or attendance reports; required identity documentation is filed with the county superintendent.
- Teachers: Arizona does not require a teaching certificate or degree to homeschool your own child.
Arizona also has an education savings account that home-educated students can use.
- The Empowerment Scholarship Account pays about 90% of the state funding your child's district or charter school would have received, for curriculum, tutoring, and other approved expenses. Using it is a separate path from homeschooling under state law.
- TheHomeschoolingCompany is an approved vendor for it.

Questions parents ask
- Will Goodyear's recreation scholarship pay the whole fee?
- No. Accepted families must pay some portion of the GRC Pass or program fee.
- Can a Goodyear scholarship cover a family pass?
- Yes, it can help with a GRC Pass. Every adult over 18 on the pass must show proof of Goodyear residency, and family passes must be bought in person at the Welcome Center.
- What if we did not file taxes last year?
- Get a Verification of Non-filing Letter from the IRS at irs.gov and bring it instead of a tax return.
- Do toddlers need a pass?
- No. Children 2 and under enter the Recreation and Aquatics Center free without a pass.
Turn support into your child’s next lesson
Camps and local activities give your child new interests to explore. Their discoveries can shape the examples and questions they study at home. We are an approved Empowerment Scholarship Account (ESA) vendor, so your ClassWallet balance can pay for it.
$149/month per child after the trial.
