Homeschool rules and statewide help in Arizona
Within 30 days of starting, file an affidavit of intent and a certified birth certificate or other authorized ID with the county superintendent. The ID rule exempts homeless pupils. Within 30 days, notify the superintendent if you stop or file a new affidavit if you resume.
Arizona sets these rules:
- Subjects: Reading, grammar, math, social studies, and science required.
- Testing: Arizona does not require standardized testing for homeschoolers.
- Records: Arizona does not prescribe routine academic portfolios or attendance reports; required identity documentation is filed with the county superintendent.
- Teachers: Arizona does not require a teaching certificate or degree to homeschool your own child.
Arizona also has an education savings account that home-educated students can use.
- The Empowerment Scholarship Account pays about 90% of the state funding your child's district or charter school would have received, for curriculum, tutoring, and other approved expenses. Using it is a separate path from homeschooling under state law.
- TheHomeschoolingCompany is an approved vendor for it.

Questions parents ask
- Does my student have to be full time for the Maricopa Promise?
- No. The minimum is 6 credit hours a semester in an eligible degree or certificate program.
- Can my student switch colleges and keep the Maricopa Promise?
- Yes. Recipients can use the scholarship at any Maricopa Community College.
- Does a Phoenix Teacher Account replace my personal card?
- No. The educator account supplements a personal Full Access account, which must remain in good standing.
- Can I borrow museum passes on a Phoenix Teacher Account?
- No. Teacher Accounts cannot check out specialty or promotional items such as Act One Culture Passes, and they cannot be used for interlibrary loans.
- What paperwork does my homeschool graduate need for Prop 308?
- Your student needs valid identification and a transcript that shows two years of Arizona attendance and graduation. The college can start with an unofficial copy but needs an official one.
- We just moved to Arizona. Can my student use Prop 308?
- Not until your student has attended school or homeschooled in Arizona for two years and graduated here. Otherwise in-state tuition requires living in Maricopa County and Arizona for 365 days before the semester.
